Regional Workforce Development Plan for Program Years 2025-2028


The Los Angeles Basin Regional Workforce Development Plan is required by law and defines broad strategic goals to ensure the regional workforce system meets the needs of employers and priority growth sectors of the regional economy. It is inclusive of all job seekers and utilizes pathway strategies and training to build a skilled and competitive workforce. Officially titled the Los Angeles Basin Regional Planning Unit, this collaborative is comprised of the seven Workforce Development Boards within Los Angeles County.

During the development of the PY 2025-28 Regional Plan, business and industry leaders, community members, regional stakeholders, and system partners were invited to participate in a series of discussions on the direction of the local workforce system over the next four years.

The Draft Regional Workforce Development Plan 2025-2028 is open for public comment from May 15 through June 16, 2025, using the LABRPU Public Comment form. Members of the public, the business community, and regional stakeholders are encouraged to provide comments on the plan and its proposed strategies.
